Removing what appears to be wax

I am starting to work on refurbing the new to me rig. The oxidation is noticeable and I began working on it today. I have noticed that it appears someone left a coat wax or something unwiped. What would you use to remove something like that?

About 10-15 years ago there was a fad, apply Zep floor wax to the exterior. Time and the elements made that history. Perhaps that's what you see. Zep makes a floor wax remover especially for that wax removal.
