If I ever have my basement AC off the rails and can open the lid, I would be insulating the cold side of the box real good, and using a sticky type rubber on once side with reflective metal on the other.
I also would be insulating and taping down the lid to cut down on vibration... and that goes for the sides of the box as well.
I also am sure sealed fan bearings are the way to go.
I don't know why your compressor fan (the outboard blower) would not rotate... as if it is locked in place, you said. ...That sounds like the motor field windings have a short in them. So maybe you need to replace the blower motor or go get it overhauled?
