This sounds like one of those times when you've run into a group who is more interested in selling than actually fixing your tough problems! And it is wise to recognize this is a tough problem as it is flakey and involves several items which should not bother each other.
And the big problem for the folks here on the forum is that a good portion of those items involved are not what Winnebago considers "their" items but they look at things that are on the normal car or truck as a different thing and don't give us much info on them. That leaves us pretty much in the dark on how to fix wiring issues as the car/truck info is protected info for dealers!
I can share my thoughts on the problem but I have to say it is not one that makes me feel confident. Newer cars have tons of new equipment and not all the shops know enough about that "electronics stuff". I just sold a 2015 Ford Focus because three different dealers and lots of visits left the car still not cranking at times! After eight months, I gave up and sold a car I really liked because it could not be fixed by the pros!
So with that bit gloom out of the way, this is what I see on your situation!
At some point, all the wiring circuits that fail have to come together close enough to "short" or "cross from one circuit to the other. The modulator is one logical point but there are several others that I know about and I'm sure there are lots more than I know. The ignition system involves several but the turn signal switch also has several of them close together, so that a small broken or worn part may be letting it make contact at times but work at other times.
This is one which can be so complex, with so many different potential problems that I would go straight to calling a car dealer to ask if they feel they can sort it out. If they sound like they are a good bet, I'm afraid that is the best I could do.
But it is likely going to take a very good dedicated repair person to take the time to sort out where to look.
But on the other hand, the right person may have seen that several times and go straight to the problem!
