Mystery wire 2003 E450 Minnie Winnie

I had to fix my windshield washers, was missing the nozzle. When fixing that, I found a wire that wasn't attached to anything.

Does anyone with a Ford E450 know what this blue wire is and where it goes? I haven't found where the broken part of the connector is. It is a 2003 E450 chassis.

It comes out from the conduit behind the oil fill and has some kind of a Barrell fuse inline on the wire.

I followed the other end of the wire and it goes to this little box. Anyone know what it is? Maybe that will help me find where the other end goes.

Being that Fiamm makes accumulators and air horns my guess is an air horn relay.

interesting, the car horn still works. So I am kinda at a loss.

Someone installed an after market air horn then removed it
