My first thought when you say they catch , is that I want to look at all the points which might be prone to snagging. Things like a loose screw or rivet can get to a point where they stick out and rub or snag on some other part.
After that, lube is always something to consired on things that hang out in the weather.
Not something to get heavy with but a can of your prefered lube may do a lot.
I like white lithium grease in a spray can for lots of things like this and doors, windows, etc. WD40 is great but thew lithium is a bit heavier and last better in the weather.
Anything that moves and rubs on other parts as it does? Hinges last much longer if they are not rusted when we try to move them!
