I've not seen that clearly defined in any specifications, but I believe so.
However, keep in mind that for some of your calculations (ie: TV GAWR), the WDH actually shifts much of the tongue weight back onto the trailer axles.
For example, say your vehicle has a 1200lb payload capacity, and you have a 600lb tongue weight, plus 100 WDH weight. You might think you have consumed 700lbs of your payload capacity, and only have 500lbs left.
But in fact, the WDH might be shifting 300lbs of tongue weight back onto the trailer axles, so in fact, you have only consumed 400lbs of payload capacity.
Hidden benefit of WDH that I think most people overlook.
