You're not doing anything wrong. All you need is a height adjustment on the ball to match the coupler height. That's usually an adjustable ball mount. My Micro Minnie 2108TB's coupler was 27 1/2" when level. I use a Fastway E2 WD hitch which allows the ball to be placed at that height.
I'm used to the 19" Ray,IN mentions, so it was really different to look at - but really just higher. We are usually state park campers and height is not an issue. Many of the newer RVers want to boondock and more ground clearance is required. If you prefer smaller trailers (we do), you will have to adjust for that.
Whatever it takes to get your ball height to match the trailer will be ready available and not all that expensive.
The 22/23" measurement you are questioning would be the trailers configuration, and that
assumes level.
