If this is a gas chassis with an automatic transmission it is possible that either the linkage is enough out of adjustment so as to not engage the parking pall in the transmission, or said pall is broken. It is not uncommon for a rig to be parked on a hill without proper emergency brake and the weight of the coach comes to fully bear on the parking pall in the trans - it can break.
If it's a diesel coach then it sounds more like an improper functioning emergency brake.
Check it out, or have a competent mechanic look at it. It sounds unsafe as is.
