I see the valves in your photo. If you turn the valves attached to the white hose that is shown water will not enter water heater but circulate through the white hose thus your bypass is complete. As...

You should find it inside the cupboard right below the sink. As mentioned before there will be a luan wood panel protecting it. Before you move the valve be sure it is labeled winter or summer...
