When you turn on the key, the lift pump starts running. Mine would leak then and stop leaking after about 1 minute.

Don't know if yours is the same, but that looks like the fresh water drain. Mine has a pull handle at top of bay that I pull to drain tank. If yours is the same, the handle may be pulled out.
