I'd recommend getting a longer water hose. You should never have to actually move the RV to use the curb side fill connection. If the longer hose is a no-go, I'd look at installing a manual bypass...

I think the city water is street side as that is the common placement for the hookups in RV sites. The fresh on curb-side might be done under the assumption that you'll fill up at home while parked...
