Yup. You need to install gaskit to seal cap so while cooling system cools opon shutdown the coolant will contract drawing coolant back into cooling system from recovery bottle.

There should be a "sock" filter on the suction line. It looks like a tea strainer made out of plastic and the size of a larger pill bottle. Do not fret about that small bit of foil!!

Dunner, depending on the chassis, fuse box manufacturer there is eather a fuse or curcuit breaker in the panel and most headlamp switches has a curcuit breaker built in.

Sounds to me like a problem in the fuse box. Behind the box are a number of buss bars that power up fuses. If a corrosion problem has set in maybe the ignition feed curcuit is drawing all available...
