I would say that the lever is turned to “city” when it’s hooked up to the campsite’s water supply. I would guess you would turn the lever the other way when your using the fresh water tank.

I'd like to further add that everyone should invest in a good multimeter. Also, you can do an Ohm or continuity test from the top of the fuse. It's accurate and very fast that way.
