Thanks to all who took the time to try and help me with the jacks stuck down problem. I ordered and received the jumper and that worked so they are now up. Ordered a new control panel. Thanks again...

Have looked at the owners manual and it is no help at all. The unit is a Kwikee 3000 Level Best. I have not been able to locate the jumper assembly which leads me to believe that it is not there....
