Sorry to disappoint you but a very successful retired businessman.
Just to let you know if you go to a Casino and gamble the refund cage is located near the crapper.

Arizona in March without a pool? And no courts nor clubhouses? No showers?
What are we supposed to do, sit in the rig?
BAD decision on Encore's part. Keep my deposit money, it's the last you will ever get...

Are you kidding me your complaining about not being able to use the pool? They are trying to keep you safe for gods sake. Yes stay in your RV look he you are supposed to.

We had a similar experience with Cedar Cove in Elephant Butte, N.M. We paid for a month. But when rumors of interstate travel shutting down, campgrounds closing and the fact that there is only a 12-bed hospital nearby, we decided to leave after 7 days. We are full-timers and are Moochdocking at a friend's house in Montana where we used to live. I thought it was a little stingy to charge us $39 for electricity. They basically got $314 from us for 1 week. (And we were in a new section two miles away from the established area with clubhouse, laundry etc.) I know they had every right, but this time it kind of rubbed me the wrong way.

I understand what you mean. We are self-quarantined at this time - staying home, going nowhere.
Nope, not complaining about the closed pool. Complaining about the resort fee, which is collected for the advertised amenities.

Well, I for one, am very glad you posted the story. Don't know Encore, but have fixed the name in my memory with a note to avoid. We have a very strong aversion to dealing with disreputable firms and Encore sounds like a perfect example. Sincerest thanks for alerting us.

Did they charge you $39. Per week for the canceled 3 weeks. $39.×3=$117.00. Or a 39. for all 3 weeks? The lesser I could swallow easy if I just figured in my head into the cost to see friends .
I am afraid do to the Virus some camp grounds are panicking wondering were they can get money to stay in business. I would also email the camp and ask if it could be applied as a credit if I use their facilitie in the future. If they say yes even if you never go back it will help remove the sting.
Ps hope you have a great visit with your friends. Stay safe the Virus **** is very real.

Small $change$! In 2017 I had two week reservations in Connecticut. Problems with slide caused me to divert my travel to the factory. There small print on the web site said no refunds. They kept my $830.
There are some campgrounds that require the full amount when registering.
$39 seems small compared.

Somewhat related, in 2017 I rented a Cruise America piece of . . . .. I lost several reservation payments at government parks due to mechanical issues. But what bothered me more than the money was the inability of their websites to cancel the reservation so that someone else could use the spot. Private parks probably don't have that issue.

The $39 was for a week of electricity.

Encore refund policy
Did you ask if you could simply move the reservation a few months out?
We are not risk-takers, particularly when it comes to our health. As soon as this thing started blowing up, we hunkered down. Certainly not the worst thing that we could be doing...beats laying in a makeshift hospital room with C-19.

We were going to be doing a trip from WA to CA and back this month and into April, but cancelled it even before things got tightened down up here. I just didn't think it was a good time to be going interstate for a lot of different reasons, including inability to find places to stop with utilitities.
But also, someone said something on another forum that makes a lot of sense. This isn't time to get into an accident where you need medical attention. In their case they were thinking more of sports type accidents, but auto accidents too. This is not a good time to need medical treatment unrelated to Covid-19.

I really appreciate your post. I have a Thousand Trails membership and frequently use Encore Resorts. I’m also very appreciative of good customer service and reward it with my continued business. I want to know these types of things when I’m planning a get away. I have a choice of where to stay and not returning a deposit such as in this case, would definitely affect my decision to visit them again.

I recently cancelled my reservations at "Paradise By The Sea" in Oceanside, California. I live within California and the state has a "Stay At Home" order in place. Additionally, my wife had a cold and we did not want to risk it. Their cancellation policy is as follows:
"Total balance is typically pre-paid; With a 7-day notice, you will have a choice of a 90% refund or 100% transferable/credit for a future stay. Notices between 7 days and 24hrs results in 25% cancel fee 75% transferable. Less than 24hr notice prior to your arrival date results in a forfeit of payment."
I was within seven days of the arrival date; however, they were willing to offer me a full payment resort credit toward a future stay. I figure we will use the credit eventually...

Register a complaint with the BBB. They BC can usually get a response from the offending company within days. Might be a bit longer with this Covid-19 scare going on.

The official word we received today in an email from Encore/Thousand Trails is that they are shutting down all reservations and extensions until April 30th. But folks already in a park can stay put if they want. Our one future reservation was also cancelled.
And that all deposits made before, and cancelled because of the Covid19 situation will get refunded. So just check with the customer service numbers on how and when those refunds will be handled.
We are in AZ, and since all our usual campgrounds in WA are currently closed to new arrivals, we are sticking it out here for at least a month. But I expect it may be for much longer. This virus is not going away anytime soon. (in my opinion as an old guy living in his RV)
