I have been reading this theory for years now, but in my experience it’s not the case. I recently bought a Weigh Safe hitch with a built in scale just to see what was happening.
I have a Micro Minnie 2108FBS and my hitch weight with propane, 5 gallons gas tank on the tongue, and a 2000 watt inverter in front storage is 560 LBS.
I put 150 lbs. of E-bike with an RV rated carrier in the rear receiver hitch.
The tongue weight barely moved, like maybe 5 lbs.
Personally, that kind of weight on the rear is negligible and probably the flex in the frame alone and who knows what other physics are happening that eats that weight up and doesn’t equate to lightening the tongue weight an equal amount.
I also tested with a full 30 gallons of Fresh water (which is just rear of the axles I believe), and that didn’t change my tongue weight either.
I have towed with both full water and the E-Bikes on the rear hitch and can perceive no difference in handling. This is with a 2023 Toyota Sequoia 4x4 and Anderson hitch.
