Batteries, unless you have installed Lithium Iron Phosphate batteries are fully charged at 12.7v. (I
f you have changed out your battery to LiFePO4 chemistry then 13.6v is the correct voltage.)
If you have Lead Acid batteries a voltage of 13.6v you are not seeing the battery's voltage, you are seeing the voltage of the battery charger. You can't use that voltage to determine if your battery is fully charged or even near dead.
With all shore power, generator, solar power OFF and you battery fully at rest for a number of hours/days THEN you can use the battery's voltage to determine if it is healthy or not.
It does no good to simply unplug from shore power to get a usable voltage reading. Because, even when you charger stops charging your battery holds a residual surface voltage from the charger. As the battery sits, uncharged and unused, this surface voltage will fade away until your battery reaches it's true state of charge.
In other words, you can't really know if the problem with your leveling system is your battery or not because you cannot tell the condition of the battery when a outside charge is being applied.
