Mystery hose above engine fan shroud

Question for the group. I just got done replacing my serpentine and AC belts. When I statered her up, I noticed a small spray of what I thought was water from this hose above the fan shroud. It was clear liquid and didn't smell like antifreeze or anything. Does anyone know what it is for?
The rig is a 2000 Winnebago Journey 24B.

No real ideas but then a question? From here, it kind of looks like that second picture has a tee fitting where a hose going left has broken off??
Water coming out of the broken off tee? Maybe the windshield washer tubing?
Do the washers work or does it spray out here?

Blue doesn't sound right for color but things do get changed out at times!!

So oddly, I was thinking it was like windshield washing fluid, but it’s in the rear (diesel pusher). The end looks like it was torn or warn away. I was thinking it might have been some sort of radiator spray system, but I can’t find anything for that.

Line for radiator overflow bottle? Drain line from below radiator cap- naw that would be under pressure if the radiator cap detects over-pressure.

I might have found part of the answer. We just bought this RV a couple weeks ago, and I have been more focused on maintenance than looking around the drivers area. Looks like a water cooling system. I haven’t found much on the internet about it yet. I also don’t know where is it drawing the fluid from. I’m going to turn that system on and see if the windshield washer tank lowers while it sprays. It would make sense since washing fluid has alcohol in it and works as a cooling spray for intercoolers.

That looks like the drain tube on the radiator's surge tank. If you saw something spraying out of it then the drain end is probably plugged.
Follow the tube up to see if it goes to the surge tank, if so it's plugged, the tube is there to vent the surge tank.

Many years ago I saw a similar system for sale at a discount store here in Tucson. It consisted of a cylindrical tank the mounted over the radiator and spray nozzles. To activate there was a rubber ball with bellows that you fastened to the floor and pressed with your foot. I've thought about that gizmo often when climbing steep grades here in the desert southwest.
Pretty ingenious to use the washer reservoir and pump. A quick Google search shows an old RV site called travelok.net where someone asked about the system 20 years ago but there were no replies.
