We had the same issue several years back. As have others, it is oft discussed here.
Could be the sensor on the tank (left and right near the steering tires).
More likely, the gauge wiring harness.
Sometime prior to 2010, Freightliner issued a recall on the gauge wiring harness. We missed it and problems didn't rise until 2017. Even so, they honored the recall and provided a harness "gratis". Others have said they wouldn't honor the recall at this late date, but sold them the replacement harness for $20.00 +/-.
Very simple plug n play once you have it in hand.
Remove your instrument cowling (six or seven screws). Going to each gauge is a twisted 2 strand wire with a little plastic plug. Could be black wire, could be white. Our OEM were black, new are white. Others had different.
See if the plugs are snug. Just a tiny bit of silicone may solve "slop" and the erratic behavior.
If that is unsuccessful, contact Freightliner. With your VIN, they should know if you've received the recall. They can either honor the recall (free!) or sell you a new harness. Again, simple plug n play.
Being a belt and suspenders type, I put just a tiny bit of silicone on each gauge plug after insertion. No problems since.
