The screw is off-center. A proper stand-off would have the mounting hole centered. Given that it's mounted with a metal screw, there's no insulating factor. An insulator would have two mounting screws, one to the clamp and one to the wall.

Therefore, I agree with the other posters, it's a DIY spacer.

Lol.

Of course it’s a DIY spacer. A spacer made out of an 8’ piece of flexible ENT conduit purchased from Menards.
