Problem with dash blower

The dash air/heater not blowing air on lever 4 (high) on fan setting. Put a multimeter on it and got these reading:
Lever 1 – 2.8 Volts
Lever 2 – 4.4 Volts
Lever 3 - 4.4 Volts
Lever 4 – 0 Volts

These were taken with the selector switch on A/C, if I turn the selector switch to Max/Air I hear a fan start, not the blower fan. I can tell where it is, could it be the condenser fan?

OK replaced the blower motor resistor, now have 3 speeds, but high. With selector switch to Max/Air and on high the engine cooling fans run. There 2 wires to the blower motor, ground and wire the goes from resistor to the motor. What am I missing??? HELP

ANY HELP I can get

Ok, rehash of problem, no A/C blower fan. Checked ALL fuses, under dash and under hood, no blown fuses. Replaced blower motor resistor and the relay. I now have 3 blower speed 1-3, no MAX/A/C (4).

This is where I’m at now, with the engine running and blower switch set to MAX/A/C still no blower fan, but A/C condenser fans run. I hear a loud clicking every 20-30 second coming from under the right side under hood almost like it is in the engine box. I also hear a much lower click and can feel the high blower relay. The A/C condenser fans run with no problem.
Where is the A/C condenser fan relay, and can’t find it on the schematic. Looking for ANY HELP I can get.
