What you have done sounds fine. Keep adding zip ties or whatever until you feel comfortable, but as long as it remains fully wound-up, there isn't going to be too much wind pressure on...

I do not believe rain has anything to do with this failure. If the mechanics have been seeing the gears strip-out, then it is a strength-of-design issue. The part must be redesigned....
