Living in Flagstaff and being familiar with the various campgrounds, it is unfortunate there are so many rules...many unnecessary. But Flagstaff in general is this way. I won't go into the politics...

Dead Horse State Park outside of Cottonwood is also nice and there is a stream that runs through it. Full hookups. Being a state park, it will be somewhat busy but that time of year might be less...
