If that is the actual fact, it's impossible for water to come out of the gravity fill opening unless he's parking on a steep incline with gravity fill on the lower...

Every city water fill hose connection has a check...

Every city water fill hose connection has a check valve to prevent backflow that I know of; otherwise every time the onboard water pump is turned on it would push water back out that connection....
