Thinking more about the use of the expanding foam for a fix:
-- Fill the hole with foam.
-- Dig out the foam to about 1/8" below the surface of the wall
-- Dig out the foam from under the wall...

Why didn't I think to suggest the expanding foam (Great Stuff) to fill in the hole. I have used it in the past, just not for a repair like this.
