If you can look for the thermostat that goes into the heater box on firewall. There’s two wires. If you remove them and jump them together see if your fans come on. It might be a bad connection or...

I have the original which I have to change . It’s green. I saw the peak final charge global already made up. I forget how much but I don’t think it was too bad. I think it called for 7 or so gallons....

Coolant change

What coolant are you using. I saw a long life fluid at Walmart that I’m thinking would be ok.It has all the big Diesel engines listed.

Signals blowing fuse

Just a note, even tho toad is not hooked up, power still goes thru cord and you could have a broken or shorted wire in your toad plug. That was my issue, but what drove me to almost open up chassis...
