Fresh water tank ?

2003 Winnebago Journey DL 36. Filled the fresh water tank for the first time, Book says fill to you see over fill valve underneath running. Finally shut it off and checked the gauges in side fresh full , gray was empty now one third full. What did I do wrong.

First thought is that there should be NO connection between fresh water and grey EXCEPT the drains on various sink, vanity, shower or stool.
so most likely "guess" would be to check all the faucets as well as the stool. Possible stool leaking through?
Also the gauges are not to be trusted too far, so may be misleading you on the level.
