My guess would be that it is a reminder to remove positive side first, but that is just a guess.

I've seen that one a number of places but what it said to me was somebody was trying to kid us!

Really hard for me to imagine a steel nut and bolt hot enought to glow red while the tape and insulation is not smoking or totally burned off!

Then I had to consider who would have a major issue with power and still take time to get their camera and take a picture before they panic?
I suspect there is a bit of Photoshop involved to make a good story!
The way I heard the story was it turned green!

But then I rarely believe what I see on the internet!

I sincerely hope Photoshop was involved. I can't imagine someone being dumb enough to pause to take a photo.

I never want to say never but there are so many questions on that pictures that I have to admit that it could happen.
But some things jump out. It has to be some place really behind on what they do but one of my first thoughts was why they were using a steel that let it rust instead of a copper buss bar. Then if it was meant to be copper that conducts heat so well, why is the steel bolt so hot and not the copper? But then there is the way the small wires are attached that says there is little to recommend the whole things, so maybe it can do that!
