I'm guessing you have a 2007 Vectra and Onan 7500 (inverter technology) generator. Is that right?
* Do your AC work on shore power (50A)... so you can run both compressors?
* I you do only have 20A from your home, be sure you are running a the thick extension cord and keep it as short as possible. I.e., do not use a 50' cord when you only need 25'.
Here's a wire diagram you can trace you O.D. Blower back to the #1 Relay and main circuit board. Note: The thermostat makes these calls for power; and some people have fixed their AC start issues by cleaning the contacts and/or making sure nothing came loose on the back of the 12-wire thermostat. (9 wires are for the AC and 3 are for the room heater.)

I'm not a basement AC tech. However, it is clear the low voltage (12V) thermostat activates the high voltage side (120V) of those two relays. These thermostat calls needs to be verified, and then you try a few things in an attempt to isolate/identify your problem. For example:
* Verify you are getting 12V to the Relay when the thermostat makes the call. Any multimeter will work.
* Find some trouble shooting information on how to diagnose your circuit board by reading the LED light status.
* Bypass the thermostat and try starting the AC by taking a 12V removable battery from you cordless drill... add a few jumper wires... and then connect to the relay coil wires to activate the 120V side to start the OD Fan motor.
Attached are some .pdf manuals with troubleshooting information and one of the things is says to do first is to verify your fan capacitors are in spec.
Please keep us posted on what solves your problem. Is it the thermostat, AC relay, fan capacitor(s), or circuit board.
If you can start your AC on shore power then that says something... and that may mean your Parallax ATS-5070 may have loose connection inside.
