When you turn on the inverter (is it a factory installed inverter, or added by the PO?), are you also plugged into shore power? If yes, it sounds like the inverter is drawing power from the batteries and the converter/charger is actively replenishing it from shore power. That I would consider normal. If no, then it is odd.
Just my opinion, based on my experience with my 2018 N24V. If I'm running off batteries/inverter, not plugged in, the converter/charger doesn't make any noise, as it isn't being used.
Others may have different answers and perspectives.
