You can find lots of experience here with good honest folks who will try to do the best on repairs.
BUT, I also admit that most of us are prone to missing some small points and or not having exactly the same water heater!
That makes me suggest the best way is to look at the heater, find exactly which brand and model you have and then do an online search for troubleshooting/repair manuals!
the group may be good and we may give good advise but the people who built it are lots more reliable than most of us!
If both the gas and the electric side are not working, it may be something as simple as what you see as a fuse may really be something to go out if it overheats??
A manual will give you drawings of where to find what parts and how to test those parts without replacing them!
