Dash AC/Heater will not shut off vacuum pump

'04 Journey
The dash AC/Heater switch will not shut off vacuum pump that operates the ac/heater. I replaced the switch and it did not change. I can detach the silicone gel vacuum manifold and manually the pump will turn off. This switch is used on several models of Winnebagos.

Any help would be appreciated, Elsie
