2007 Journey 39K secondary fuel filter change

Cat C7 350
Plenty of instructions and procedure information in these threads.
It’s been a little while but I’ve changed the rear filter and don’t recall if it was under pressure and/or how much it leaked when the old one was removed.

Now I’m changing the one on the engine and am curious if it has pressure and how big the mess might be.
Can I remove the old one and then go prefill and install the new one? Or do I need to have it prefilled and at the ready? Without the primer pump I’ll need to prefill it so I hope to learn what others have done?
