Receiver hitch gizmo? What is it?

I picked this up at a consignment shop recently mostly out of curiosity. I’ve Google searched the inter web with different hitch verbiage but came up empty, so we’ll pose the question to the masses. “What is it?”. It fits a 2” receiver, has a 3.5” sleeve with a thru bolt and a pinch clamp that tilts. Do you need one?

Looks like a flag pole mount to me, though I couldn’t find one just like it online.

There are enough similar ones to confirm that's what it is:

That’s what I thought but with a 3.5” base, it must have been for a 50 footer. The tilt feature is interesting, makes me think I could fabricate a t post of some sort for our sky chairs to hang off of.

I had to look up "sky chairs", that would be a good idea. I'm thinking about making a receiver hitch patio umbrella holder for my pickup and camper shell after camping in the rain for 4 days in my camper shell last month, although I see them pretty cheap to buy.

There are similar mounts intended for amateur (HAM) radio antenna masts. These are can be tilt-over and can be very substantial.

Maybe a hitch mount for a BBQ grill?
