great job on finding that problem but that is typical of that relay. your fix is only temporary as it will reoccur. . the contact point should be burnished to give any kind of longer lasting...

Yep, its the relay. Had one go bad several years ago. replaced it with a high amp from NAPA and no problem. to test the issue simply jumper across the relay and you charge should be ok. A meter...
