They told me it is most likey an internal relay. The cost to repair including shipping etc was $177.00. New was $400+.

I wish I was handy enough to fix it here...

yes, 12.72vdc engine off, about 14vdc while engine running at fuse block and into 2pin connector. I also believe the 2 pin connector is good too.
