I would guess there is sprayed hard shell insulation on the back of the lights and on the wires. That’s what we see in other Winnebagos.

Look higher up for possible leaks on the sides of the cap, especially where the cap meets the body, both on top and on the sides. Water can travel a long way away from where it is entering before...
