The ATF should make a difference. WD-40 does not lubricate for any time period. It is a water displacement fluid.

I've replaced springs on all my jacks and they were still slow, likew 20 minutres to come up. I left home on 11/12 and the temp was about 40 degrees. I wiped them down with ATF the day before...
