Bill Plemmons RV in Winston Salem had a great Tech who went right to It!
Under the 2108DS, inside the A frame is a junction box which has a reset button (breaker) in it that controls the brakes.

Yes, all running lights work so ground is good.
There must be a fuse/breaker that controls the brakes somewhere...
