Just a thought on the 50 amp dilemma. Why not wire out for the 50 amp, but install a 30 amp breaker. If the need ever arose for the full 50 amps, then change out the breaker.

My previous rig was a Class C, 2009 on a 2006 chassis. This happened during the big turn down in economy in 07-08. Was registered as a 2009.

You may want to leave your engine running while you are extending/retracting the HWH. I know my instructions were to always run the engine with parking brake engaged.

Have you hooked up at other parks and had this problem? If not, I would be talking to the owners of the park and let them check the source. You may not have a problem in your RV.
