Any voltage reading over 12.7-12.8 indicates a charging situation. Standing battery voltage is 12.8 Max as read on a VOM.

DO NOT PULL ON IT. Velcro has tremendous shear strength. Take a flat blade screwdriver (preferably 2) and pry it up. Works like a champ.
