Rear air bag location

Our 2004 30v Minnie, has, what I believe, are factory air bags. Just purchased it 1 month ago.
The right side bag is shot and wont hold air. I ordered a replacement and installed it.
Here is my issue. The bottom of the bags are mounted on top of the leaf springs. The top is mounted to the frame. Most air bags are mounted on top of the axle. Above the axle doesn't have enough room for the bracket.
Is it ok for these to be mounted on the springs? They are professionally mounted, either by the factory or by a shop.
