Brake Light Bulb Holder Rusted & Frozen

On my 2005 Journey I went to replace a burned out bulb in the rear brake light fixture and found it impossible to twist the bulb and remove it. Wound up shattering the bulb and had to chew the bulb base out of the holder with needle nose pliers. Then realized that the inside of the bulb holder was rusted and the spring loaded contacts on the bottom are frozen and won't allow a new bulb to insert down far enough to twist and lock in place. Anyone out there already deal with this problem? Looks like the bulb holder is held in place by a single rivet that also grounds the bulb holder. Should I drill out the rivet and try replacing the rusted holder with a new one and splice the new wires into the old?
