wall paper pimples

2012 Sightseer 33C, small bumps(like a pimple) under wallpaper in bathroom, got bigger and multiplied from 5 to 45
, cut wall paper and they look like little barnacles/blackheads(black mold?) on wood. The top of wall appears to have gotten wet before, maybe previous owner had problem? no signs now of dampness after lots of rain. Since wood where these barnacles are feels solid, I was going to scrape off, sanitize, reapply new wallpaper. Has anyone found a source of peel and stick vinyl wallpaper to make new wall covering that worked?
