I wonder if they damaged the suspension jacking it up to change the tires. Very possible.

When did you install the steering damper? I'm suspecting it's not the tires if they have been replaced and you have the same problem. Not sure what the go to source would be for suspension issues...

I would check to make sure the wheels are properly mounted to the vehicle. It might be an installation problem rather than a tire problem.

Have you checked the torque on the lug nuts?
