If the solenoid is sticking, it could free it, thereby allowing the starting gear to slide-out and engage the flywheel.

I am not sure, but I don't believe being plugged-in to shore power will charge your main motor battery. My class C has a <Boost> switch on the dash to connect your house batteries to your main motor...
