True prior to 2007 or so. If you have an earlier model I highly recommend installing a Tric-L-Start to allow the chassis...

Like gMw eludes to, check connectors and grounds. It also sounds like the system may not be pressurizing. You may want to check that relief valves on the solenoids are snug.

Any leaks evident?
