Update - Fuel filter got changed yesterday. I drove it this morning and it runs fine. Problem - they cut open the old filter and didn't find any obvious clogging. Wish I had tried driving it again...

Well, sorry to say, it's not the exhaust brake. What does algae in fuel look like? Wouldn't it be visable in the bottom of the filter/water separator? The fuel there looks like nice clear diesel...
