Vacuum Pump Buzzing Meridian 32T

my vacuum pump is buzzing every 15 seconds or so what is it used for

Normally it activates the blend doors in your dash heater/ air conditioning box. If it is running that much you likely have a vacuum leak. Check all the 1/8" black rubber hoses for signs of cracking or breaks. Check the vacuum reservoir for leaks too. Most are a round black ball with those hoses attached.
Without knowing the make and model of your RV that's all I have to offer.
