Maybe I misread, but I think he said the fan...

Maybe I misread, but I think he said the fan turned off when he disconnected the wire. I'm just unsure if the wire he disconnected was indeed from the tstat.

Check the wire you disconnected, I assume was from tstat, for voltage. If it has 12vdc then the tstat is providing the voltage to relay.

I don't think so. You should be able to remove screws to raise outside panel. Then remove screw holding cover over the pc board. You should be able to then see the components.

The fan relay should be on the pc board located in the basement unit.

You might try resetting the tstat by removing the fuse behind the cover for a few minutes.
